Here is what Jeff posted

As part of the fixtures licence, we will be bringing in new protocols and a standard format for going reports to ensure they are honest, accurate and updated regularly. I want to ensure riders, owners and trainers get the going they expected when they arrive at a course.
Very pleased to read this as misleading going reports have become a disgraceful aspect of the sport. Organisers frequently mention BHA course inspectors along with good coverings of grass and expected heavy dews 🤪 inspectors would obviously have an informed view of the actuall state of the ground so it could be imagined that they are colluding with the deception🤐
The big question has to be wether or not the PPA actually has the cojones to take any real action against the culprits🙄
Maybe the BHA course inspectors should be sending their report directly to the PPA as well as reporting to the course organisers. That way the PPA can see how much of the going description is what the BHA have reported when they inspect
None of this will work unless the BHA inspector is prepared to put aside friendship and loyalties with the hunts organising the race meeting. Too many times this season, imo, I have felt the BHA inspectors have flirted with the truth too!! The courses need inspecting by someone who has no affiliations with the organisers of the meeting and can call the ground as they see, without any rose tinted glasses or fear of upsetting those who may benefit from the meeting going ahead!
